DUP Councillor Suspended Over Controversial LGBTQ Comments

In a significant development reflecting the complexities of political discourse and community relations in Northern Ireland, DUP councillor Colin Kennedy has been suspended for three months following contentious remarks he made over two years ago. The suspension was imposed by the Northern Ireland Public Services Ombudsman (NIPSO) after a hearing determined that Councillor Kennedy's comments had breached the code of conduct expected of public officials.

The incident in question dates back to a full council meeting on October 25, 2023, where Councillor Kennedy linked supporters of LGBTQ rights to Hamas, an association that drew widespread condemnation. During the meeting, Kennedy stated:

"Do not be surprised when those who enthusiastically endorse the LGBTQIA alphabet soup agenda in the West are the very same people who are now seeking to defend Hamas."

These comments were made in the aftermath of a violent attack by Hamas on Israel, which resulted in approximately 1,200 deaths, and during the ensuing Israeli offensive that caused substantial casualties in Gaza.

The code of conduct breached by Kennedy includes standards that require public officials to uphold respect for all individuals, avoid discrimination, and communicate with dignity and fairness. Despite a Police Service of Northern Ireland (PSNI) investigation concluding that the comments did not constitute hate speech, complaints were lodged with the local government standards watchdog. Ombudsman Margaret Kelly found that Kennedy’s remarks unjustly conflated the LGBTQIA+ community with support for Hamas, thereby breaching acceptable limits of political expression.

Ms Kelly’s findings highlighted that while Councillor Kennedy is entitled to express his political views, his specific comments crossed the line into territory that impacted individuals holding protected characteristics under Northern Ireland law. She noted that Kennedy’s remarks were "personally hurtful" and brought his position as a councillor into disrepute, though not the council itself.

Reactions from the LGBTQIA+ community and advocacy groups have expressed relief at the suspension, emphasising the importance of accountability for public figures. A representative from an LGBTQIA+ advocacy group stated,

"Councillor Kennedy's remarks were not only harmful but perpetuated dangerous stereotypes. The suspension sends a clear message that such views will not be tolerated."
